    He is a Research Professor at the Spanish National Research Council (CSIC), and Director of INGENIO (CSIC-UPV) a joint research centre of CSIC and the Polytechnic University of Valencia, working on the interdisciplinary analysis of research and innovation processes, and the design and evaluation of science, technology and innovation policies. He received a “licenciatura” in Economics from the Universitat Autònoma de Barcelona (1985) and a MA in International Relations from the School of Advanced International Studies of The Johns Hopkins University (1987). He received a DPhil from the University of Sussex with a dissertation on the relationship between military production and innovation in Spain he wrote at the Science Policy Research Unit (SPRU). He remained in the United Kingdom working as Fellow at the Department of Politics of the University of Glasgow (1989-1991), and as a Research Fellow and later Senior Lecturer and Senior Research Fellow at SPRU (1991-2005). In 2005 he joined CSIC as a Research Professor.
